Indonesian businesses told to extend protection to stressed workers

The government's new regulation requires employers to ensure that workers have a good work-life balance and expands existing protection for blue-collar workers to other employees who work in less physically hazardous environments.

In Indonesia it is not uncommon for some employees to work seven days a week.

Data published by Sindikasi, a media and creative workers union, showed that 32% of its members worked more than 48 hours a week. Indonesia's 2013 Manpower Law states that a regular working week should not exceed 40 hours.

In April, the Manpower Ministry replaced occupational health standards from 1964 with a new set of occupational safety and health standards. The latest announcement will see psychological wellbeing added to the new OSH regulation.

As well as stress management, employers will also have to provide work training and counselling. Employees must also be given the opportunity to raise concerns about pressures at work, including workloads and managing expectations.

According to the Indonesian Health Ministry, more than 60% of workers in small and medium-sized industries reported depression and 57% said they found it hard to sleep or suffered from insomnia.

Sindikasi chairwoman Ellena Ekarahendy welcomed the government's new position on mental health but added that it would depend on whether all companies complied with the new regulation.

"We are now developing guidelines for companies based on the regulation," she said. Among the considerations are more tighter control of working hours.

 UK sickness absence rate reaches all-time low

This is an average of 4.1 days per employee and corresponds to a sickness absence rate of 1.9% (the proportion of working hours lost to sickness absence). The average number of sickness absence days taken by UK workers has almost halved from 7.2 days in 1993 when records began, though the rate started to fall overall from 3% in 1999. Absence levels varied between occupations, from a rate of 0.9% for managers and senior officials to 2.8% for those working in caring, leisure and other service occupations.

 Pressure on gig economy drivers raises crash risk, study finds

The study is based on survey responses from more than 200 taxi drivers and parcel and food couriers who work in the gig economy, as well as 48 in-depth interviews with gig workers and their managers. The researchers from the UCL’s Centre for Transport Studies found that 42% of the online sample had damaged their vehicles in a collision at work. Nearly half (47%) said they would break the speed limit to meet time pressures and 30% admitted they had gone through a red light. The mobile phone apps used to receive jobs were a distraction for 40%.

 MPs recommend statutory maximum workplace temperature

The Environmental Audit Committee has published a new report, Heatwaves: adapting to climate change, in which it makes a series of recommendations to help workers cope in overheating work environments.  These include a review of the building regulations for a new standard to prevent overheating in new buildings, as well as formal guidance from Public Health England to employers to relax dress codes and allow flexible working during heatwave alerts.

 England’s first SHE apprenticeship launched

The SHE technician apprenticeship is a level three qualification (the equivalent of two A Levels). Completion of the two-year course will enable apprentices to start their career as a safety and health professional and join IOSH at TechIOSH level. It was spearheaded by a working group comprising Balfour Beatty, Costain, High Speed 2, Mitie, Morrison Utilities, Permission Homes, Sapa UK, Sisk, Skanska and Thames Water, to address the impact that technological innovations are having on business working practices.

 MHFA not linked to wider workplace mental health management, says HSE

Summary of the Evidence on the effectiveness of Mental Health First Aid (MHFA) Training in the Workplace is based on the examination of 29 research studies and reviews of such research published between January 2000 and July 2017, and the analysis of UK-based MHFA training providers to ascertain whether they had modified their services to specific professions.

 MPs ‘astonished’ by HSE’s claim that preventing sexual harassment is outside its remit

Thursday 26th July 2018
The Parliamentary Women and Equalities Committee has released a new report on the issue, in which it says it was “astonished to find that the HSE does not see tackling or investigating [sexual harassment at work] as part of its remit”. It also criticised employers for “ignoring” their responsibilities, and said it is time the government “put sexual harassment at the top of the agenda”.
