HSE launches two-month farm inspection campaign

Inspectors will focus on issues including machinery, falls from height, child safety and risk posed by livestock.

In October and November 2018, the HSE ran a series of agriculture compliance events in South West and Eastern England, Wales and Scotland, which focused on the practical steps that farms can take to ensure compliance ahead of the inspection visits.

The events were developed as a result of research into farmers' attitudes to risk and were aimed at changing industry behaviours.

The HSE field operations directorate is planning to carry out 100 visits to farms in each of the four regions between January and March, which will cover 10% of the farms that attended the events and 10% that declined or did not respond to the invitation.

The HSE's latest statistics on fatal injuries reveal that agriculture has the poorest safety record of any industry in Great Britain. There were 33 deaths in 2017/18, which is around 18 times higher than the all industry fatal injury rate.

Eight deaths were caused by a person being fatally injured by an animal. The next main cause of death was being struck by a moving vehicle (6), followed by being trapped by something collapsing (5), being struck by an object (4) and falls from height (3).

Rick Brunt, HSE's head of agriculture, said: "We are seeing signs of a change in attitude across the farming industry and while this is encouraging, these inspections act as a reminder to farmers of the importance of managing risks so that everyone can go home from their work healthy."

Darlington Borough Council was fined £28,000 after the Health and Safety Executive (HSE) found it had not properly monitored work activities at the building site on Allington Way.The council's failure to ensure the safe storage of trusses was a contributing factor to the accident, the HSE said, along with its failure to manage the volume of materials on site. Vehicle operations had not been planned or managed, and housekeeping was poor.

 Demolition contractor’s scissor lift removal forced dangerous improvisation

Thursday 3rd January 2019
Cheshire Demolition and Excavation Contractors had provided a scissor lift for the demolition of a derelict nightclub in Alderley Edge but had removed the machine from the site before the incident on 15 November 2016. The operatives, who had no other means of accessing the upper storey of the building, had climbed into a pick bin, which was lifted by an excavator.When the bin suddenly released from the excavator's arm, the men fell onto a pile of bricks and rubble. One operative sustained a broken back and the other a fractured skull.

 NZ’s ten-year strategy pushes employers to prioritise worker health

The government has identified three priorities, which it says will make the biggest impact on reducing harm, in its finalised strategy.The first is to better manage work-related health risks. The government estimates that deaths from work-related disease may be as many as ten times the number of deaths from acute injuries.

The cellar door's gas struts had not been replaced

 Pub co fined over Slug and Lettuce hand injury

Chelmsford Magistrates' Court was told that the Slug and Lettuce employee was preparing to unload a drinks delivery on 18 October 2017. The internal cellar hatch door, which was open and unsecured, fell shut and he sustained several broken fingers.  The prosecution was brought against Stonegate Pub Company by Colchester Borough Council after an investigation by one of its safety and health officers found the cellar door's gas struts had not been replaced after they were removed in July 2016.

 Pilot error caused Shoreham crash that claimed 11 lives, court told

Tuesday 22nd January 2019
Andrew Hill, a trained Royal Air Force instructor, was attempting a bent loop manoeuvre in his 1950s Hawker Hunter at the Shoreham Airshow in West Sussex when he lost control on 22 August 2015. Jurors were told that he was flying too low and with not enough power when he began the aerobatic stunt. The jet plunged into traffic on the A27 dual carriageway, causing a fireball.

 Lorry driver struck during walkaround safety check

Tuesday 29th January 2019
Logistics firm PCL Transport, which distributes chilled goods, has been fined £150,000 over the incident at a dairy in Aylesbury, Buckinghamshire, on 15 December 2015. Reading Crown Court was told lorry drivers ignored controls set out in PCL Transport's safe system of work, principally the use of an allocated pre-use vehicle check area.The victim was "seriously hurt", the Health and Safety Executive (HSE) said.
